National Health Insurance (NHI) is an important system that allows you to receive treatment without worrying about your illness or injury. Medical expenses covered by National Health Insurance are covered by insurance taxes paid by the public and subsidies from the government and other sources.
Additionally, we are providing financial assistance from the city to help ease your burden as much as possible.
People who are registered as residents of Anjo City (excluding foreign nationals with a specific activity visa for medical, tourist, or recreational purposes) and who are not covered by public health insurance such as company or workplace health insurance, must enroll in Anjo City's National Health Insurance. Procedures are required in the following cases:
1.When you move into the city
You will enroll in the plan when you complete the moving-in procedures.
2.When you leave your employer’s health insurance plan
Things to bring
Insurance taxes are calculated based on the number of family members enrolled in the National Health Insurance for each household, the previous year's income, etc., and therefore changes each fiscal year.
Insurance taxes are levied on the head of the household and are paid in nine installments for one year. Payment methods include cash payment, direct debit, credit card payment, and smartphone payment. To apply for direct debit, you will need your bank passbook and passbook seal. (If you plan to be enrolled for three months or more, we ask that you use direct debit as a general rule.) In addition, if you are 65 years old or older, the tax may be deducted from your pension.
When you become ill or injured, if you present your insurance card at the medical institution's counter, you will only have to pay 30% (20%) of the medical expenses, and the rest will be covered by National Health Insurance.
If you have to seek medical treatment without your health insurance card or have to go outside to receive medical care, you will have to pay the full amount out of pocket at first, and a certain portion will be reimbursed later.
If your monthly out-of-pocket expenses exceed a certain amount, the excess amount will be refunded to you later.
When an insured person gives birth, 500,000 yen will be paid if the birth is covered by the obstetric medical compensation system, and 488,000 yen will be paid if the birth is not covered by the system.
The lump sum will be paid directly from the National Health Insurance to the delivery facility, so please complete the procedure at the delivery facility when you make a reservation for hospitalization, etc. If the delivery expenses are less than the amount of the lump sum, please apply for the difference at the National Health Insurance Section of the National Health Insurance and Pension Division.
Please note that the amount of the benefit differs from births that occurred before April 1, 2023.
When a member dies, 50,000 yen will be paid to the person who conducts the funeral.
If any of the following apply to you, you will need to apply to withdraw from the National Health Insurance. Please note that after withdrawing from the National Health Insurance, you will not be able to use the Anjo City National Health Insurance.
If you do use the National Health Insurance, you will be required to pay back the amount paid by Anjo City at a later date.

The nursing care insurance system is open to all people aged 40 or over who are registered as residents of Anjo City and allows them to use nursing care services when they become bedridden, require nursing care due to dementia, etc., or when they require assistance with daily life.
In principle, all people aged 40 or older living in Japan must pay nursing care insurance premiums, regardless of nationality.
The amount of insurance premiums to be paid each fiscal year is determined for each individual, divided into 16 levels according to the previous year's income, etc. For those who turn 65 or move into the area during the fiscal year, the insurance premiums are calculated on a monthly basis.
The amount will be calculated according to the method determined by your health insurance plan, and you will pay it together with your medical insurance premium.
Nursing care insurance includes services that provide care and support at home (visiting care, day care, etc.), as well as services that provide care in a facility.
In order to use the service, you must apply and be certified. People over 65 can apply regardless of the cause, but people between the ages of 40 and 64 can only apply if they need care or support due to an illness caused by aging.
Based on the certification results and the desired services, a home care support office will be requested to create a care service plan (a care plan that specifies when, where, what services will be used, and to what extent) that is appropriate for the user's physical and mental condition. Service users will pay 10% of the cost of nursing care insurance services (20% or 30% for those aged 65 or older with a certain level of income).

In order to provide a stable life for people with old age, disability, or death, Japan's pension system requires all people aged 20 to 60 who reside in Japan, regardless of nationality, to join the pension system. In addition to the National Pension, which you can join at your city hall, there is also the Employees' Pension, which you can join at your company.
There is a fixed premium that is paid at a fixed rate, and additional premiums that can be paid at will to receive a larger pension in the future. Insurance premiums are paid for 40 years, from the age of 20 to 60.
For those who are unable to pay the insurance premiums for financial reasons, there is a system in place that allows exemptions under certain conditions.
You must pay insurance premiums for at least 10 years (including the exemption period and the combined period). The pension will be paid when you turn 65 years old. You can receive the pension even if you are residing overseas.
If an insured person becomes disabled due to illness or injury, benefits will be paid according to the degree of disability (subject to insurance premium payment requirements).
When a member dies, this pension is paid to the spouse or child if there are any (subject to insurance premium payment requirements).
If you are a foreign national who has paid insurance premiums for six months or more and leaves Japan without receiving your pension, you will receive a lump-sum withdrawal payment if you apply for it within two years of leaving Japan. Those who have been eligible for an old-age pension for ten years or more cannot receive a lump-sum withdrawal payment. They will be able to receive a Japanese old-age pension in the future.

Medical expenses are subsidized for those who are enrolled in health insurance.
After applying and receiving your recipient certificate, when you visit a medical institution, you can present your My Number health insurance card and your recipient certificate to receive assistance with your self-paid portion of the medical expenses covered by the insurance. However, if you visit a medical institution outside of Aichi Prefecture, you can present your health insurance card and pay your self-paid portion, and then submit a claim to the city hall, and the subsidy will be provided at a later date.

1.Children's medical care
For children from birth until age 18 (up to the first March 31st after they reach age 18), outpatient and inpatient medical expenses are subsidized.
2.Medical care for the physically and mentally disabled
Those with a physical disability certificate of grades 1 to 3, those with grade 4 kidney dysfunction, those with grades 4 to 6 progressive muscular atrophy, those with a rehabilitation certificate rated A or B, and those diagnosed with autistic symptoms are eligible for medical assistance.
3.Medical care for the mentally ill
People with mental disabilities (those with a Mental Disability Health and Welfare Certificate Class 1 or 2) can have their medical expenses subsidized.
People who have been diagnosed with a mental disorder and are undergoing inpatient treatment will have half of their out-of-pocket medical expenses subsidized at a later date.
People who have been diagnosed with a mental disorder and are receiving outpatient treatment using independent living support medical care (outpatient psychiatric care) will have their outpatient medical expenses at eligible hospitals subsidized.
4.Medical care for single-parent families
For single-parent households, medical expenses will be subsidized until the child turns 18 (until the first March 31st after the child turns 18). However, if the guardian's income is above the limit, subsidies will not be provided. Please contact us for more information on eligibility requirements.
5.Welfare medical care for the late-stage elderly
This subsidy is available to those insured under the late-stage elderly medical insurance who meet the following criteria:
Those who fall under categories 2, 3, and 4 (subsidies are available in the same way as for 2, 3, and 4), those who hold a war-wounded or sick person's certificate, those who have been hospitalized under the Mental Health and Welfare Act, those who have been ordered hospitalized to prevent infectious diseases, those who are exempt from resident tax and live alone and are not dependents under tax law, those who are bedridden, or those who meet the criteria for dementia, will receive medical assistance.
If you leave the country, move, or lose your insurance, you will lose your eligibility for benefits, so please return your benefits certificate.
In addition, if you use your Anjo City recipient certificate after losing your eligibility, you will be required to return the subsidy amount to Anjo City at a later date.

If a baby is born prematurely and a doctor determines that hospitalization is necessary, part of the medical expenses can be covered by public funds by presenting a "childcare medical voucher" issued by the city hall to a medical institution.

People aged 75 or over (65 for people with disabilities as defined by the Ministry of Health, Labor and Welfare) will withdraw from the health insurance they had been enrolled in and join the Medical Care System for the Elderly to receive medical care benefits. Each person will be issued an insurance card and will be required to pay insurance premiums.
The co-payment rate for medical expenses is 10% to 30% depending on your income from the previous year (or from the year before last from January to July).

There are various types of care options, including "home care," which provides physical care and assistance with housework at home, "daily life care," which provides physical care and opportunities for creative and productive activities in a facility, and "short-term admission," which involves admission to a facility for a short period of time.
There are programs such as "continued employment support," which provides employment opportunities for people who have difficulty finding work in regular companies, and "community living assistance," which provides consultation and assistance with daily life at night and on holidays in a communal living facility.
Services include "mobility support," which provides assistance to people who have difficulty moving around outdoors, and "home bathing," which provides bathing services by delivering a bathtub to the home using a mobile bathing vehicle.
